From what I see, each state in the union (the United States) has relatively independent freedom in enacting its own law, as long as it does NOT contradict the Federal laws.
If, for some reasons, they are contradicting or conflicting, the state or the Federal government can file a case to the US Supreme Court to decide which one supersedes or, in some cases, which one is unconstitutional.
The governor of each state is also very powerful in his/her own dominion. He/she signs the state law into action, can grant an execution stay, and can pardon the prisoners.
