ํYou were at the same age when I was 17 years old and was studying with the aim of getting scholarship to study abroad. That was 42 years ago when it was hard to practise using modern aids. I got a SW radio and listened to BBC and tried to repeat very often. I also visited British Council's library near my school on the river and borrowed English tape and practised speaking dialogs. I had no chance to talk with anyone. Yet when I passed the Colombo Plan paper test, and I had to face two Austrailan interviewers I could answer their questions quite well. I passed and went to study in Australia after finishing high school.
The trick is to practise speaking, speaking, speaking everyday by yourself until it becomes a second nature to you.
In this Internet age, you can select a variety of Youtube dialogs and just repeating what you heard. Do it everyday at least 1 hour and when it is time to speak in real environment you will find that it is not really that hard.
Practice makes perfect.
