You can say 'a people' to convey the meaning of 'a nation, a community, an ethnic group or a nationality'.
For example:
"A Church for Every People and the Gospel for Every Person" ^ source: http://www.ad2000.org/status.htm
I can almost always break the English grammar rules propounded by many Thai teachers.
Who taught you that every ต้อง+นามเอกพจน์เสมอ?
^
Let's see if I can break this rule of yours (or of your teacher) and can still get my sentences correct grammatically. ^ Using the word 'people' as a plural noun, you can still put the word 'every' in front of it if you know some little tricks that defy the Thai teachers' popular grammar rules. How about these sentences?
One in every ten people on the planet is now obese. source: http://barefootaudio.me/2011/11/29/one-in-every-ten-people-on-the-planet-is-now-obese-how-walking-to-music-can-encourage-fat-burning-by-kirsty-hawkshaw/
One in every ten people suffers from depression within a year. source: http://www.womens-healthcare.org/mental-health/depression.html
For every ten people who begin a fitness program, as many as seven will drop out in less than six months. source: http://www.rdasia.com/nine-tips-for-fitness-success
The moral is, read only grammar books written by native speakers who are experts in English teaching.
