^ Let's have another look at this sentence.
In British English, we can use 'they' or 'their' for 'a company' or 'a country', if we want to talk about the people in that company or country. Although it is correct to talk about 'the food and its safety (the safety of the food)', it is also equally correct to talk about 'Zimbabwe and their safety (the safety of the Zimbabweans). However, the sentence needs to be slightly modified as
"Zimbabwe, like some countries in the 13-member Southern African Community, have banned the import of genetically modified maize amid concern about their safety."
^ Having changed 'has banned' to 'have banned', 'their safety' becomes grammatically correct, and it definitely means 'the safety of the Zimbabweans'.
