Roh to grant special amnesty to convicted business, political leaders Date: December 23, 2007 President Roh Moo-hyun, who will step down from the presidency in late February, plans to grant special amnesty to about a hundred convicted business leaders and politicians this week, Rohs spokesperson said on Sunday (Dec. 23).
Cheon Ho-seon told reporters that the presidential office is working on the list of beneficiaries of the presidents last special pardon, but refused to elaborate.
According to sources at the presidential office, Daewoo Group founder Kim Woo-choong could be included on the list.
In November last year, Kim was convicted of embezzlement, accounting fraud and other charges related to the collapse of Daewoo in 1999. An appellate court sentenced him to eight-and-a-half years in prison, fined him 10 million won ($10,600), and ordered him to forfeit 17.93 trillion won. Kim dropped his appeals.
A month following Kims sentencing, a local court ordered a suspension of his jail sentence. Since then, he has been living between his residence in southern Seoul and hospitals, where he has been receiving treatment for heart disease.
Kim has not gotten a special pardon yet because of the "colossal amount of government funds" spent to rescue Daewoo companies from financial crisis following the groups declaration of bankruptcy in 1999.
Also included on the list for amnesty may be Choi Won-suk, former chairman of the now-defunct Dong-Ah Group, and Han Hwa-gap, former chairman of the minor Democratic Party, both convicted of corruption charges, said the sources.
Meanwhile, former chief of staff for former President Kim Dae-jung, Park Jie-won, who was pardoned in February 2007, may be reinstated.
Cheon said the final decision on Rohs special pardon is due this week, but could be delayed until the last day of the year depending on the schedule of the Cabinet, which will approve the special presidential amnesty.
