"Virasakdi (Thai MFA Permanent Secretary) told the Ambassador (US) that Thailand may be required to invoke the 1954 Manila (SEATO) Treaty and the Rusk-Thanat Communique if Vietnam were to be involved in a conflict between Cambodia and Thailand. (Note: While we are obviously nowhere near invok!ng the various agreements with the RTG the details follow: The Understanding of the U.S., added after Article XI of the Manila Treaty, reads "The United States of America in executing the present Treaty does so with the understanding that its recognition of the effect of aggression and armed attack and its agreement with reference thereto in Article IV, paragraph 1, apply only to communist aggression but affirms that in the event of other aggression or armed attack it will consult under the provisions of Article IV, paragraph 2 The Rusk-Thanat Communique of 1962, which clarified U.S. commitment to Thailand, states that the U.S. would assist Thailand, in case of Communist armed attack against that country."

Blog Note: Well, Freedom Against Censorship Thailand, at the end of the attached, says Thailands prime minister, Abhisit, lied, lied, lied and more lied. Just check out the people Abhisit lied to-is looks massive. Thai Intel just wants to add that the other day, The Wall Street Journal also noted that Abhisit had lied to journalist about censorship in Thailand.
The following is from Freedom Against Censorship Thailand:
At the opening of the 14th Intl Anti-Corruption Conference at Queen Sirikit Centre for which Thailands Prime Minister was a keynote speaker, CJ Hinke, coordinator of Freedom against Censorship Thailand (FACT), presented the following letter by hand to Dr. Pakdee Pothisiri, commissioner of Thailands National Anti-Corruption Commission (NACC) on November 10.
Dr. Pakdee stated he was not really a govt representative as the Commission is an organic body under the Constitution. However, Dr. Pakdee promised to deliver this letter by hand to the Justice Minister, Pirapan Salirathavibhaga, who was also in attendance, to present it to the Prime Minister.
The delivery of FACTs letter was witnessed by Dr. Huguette Labelle, chairman of the board to Transparency International, Barry OKeefe, chair of the Intl Anti-Corruption Council and Dr. Juree Vichit-Vadakan, president of the National Institute of Development Administration (NIDA), during the IACCs inaugural press conference.
