Middle East LNG / LPG News Qatari Official Details New LPG Marketing Company by Argus Media Wednesday, September 12, 2007
Qatari energy minister Abdullah al-Attiyah outlined the role of Qatar's newly established hydrocarbon marketing company Tasweeq at the first Argus Middle Eastern LPG in the Global Marketplace conference Sept. 4-5 in Doha, Qatar. Al-Attiyah and Tasweeq chief executive Ali al-Hammadi said the company, which will market all of the country's LPG, condensate, sulfur and refined petroleum products exports, is wholly state-owned but totally independent of state-owned producer QP. The conference was the first time that al-Hammadi had spoken in public as Tasweeq chief executive about Qatar's gas development plans and Tasweeq's export strategy.
The Argus Media conference drew over 150 participants from the Middle East, Asia-Pacific and Europe. The two-day event, under the patronage of al-Attiyah and sponsored by Tasweeq and BP, gathered together key stakeholders in the Middle East and the international LPG market, including senior government officials, major oil companies, trading firms, financial institutions and industry associations.
Qatar is ramping up its LPG exports to 12mn-14mn t/yr by 2015 and, together with Saudi Arabia and the UAE, is becoming a key Middle East LPG producer and is set to become one of the world's largest LPG exporters in a few years. As al-Attiyah noted in his address, the establishment of Tasweeq is necessary to ensure the timely lifting of natural gas by-products, bringing value to all projects and stakeholders.
The Middle East region is positioned to play a pivotal role on the world LPG stage in the coming years, accounting for as much as 40 percent of global supply increases. Such an output rise promises to shake up the industry, its methods of pricing, trading and terms of business. The conference was the ideal platform to bring together key stakeholders to identify opportunities stemming from these supply shifts.
Key issues discussed at the conference included new gas developments in the Mideast Gulf including in Qatar, Abu Dhabi, Iran, Kuwait, Saudi Arabia and Oman, and the trends, opportunities and risks in LPG pricing, trading and shipping as well as petrochemical demand drivers and their economic relationship to LPG. Senior executives from BP China, Astomos Energy and Progas Pakistan presented their views on China, Japan and Pakistan as the potential main importers of Middle East LPG.
Speaking on the challenges that the industry is facing, the vice-president and general manager of Argus Media Asia-Pacific and Middle East, Jason Feer, said that although LPG demand is rising in many parts of the world, kerosene subsidies in India and Indonesia make LPG uncompetitive and price controls in China distort its markets. Feer spoke about the potential demand for LPG in India, China, Japan and other Asia-Pacific countries.
