For me it either Lippi of Capello then SAF may be. EPL was/is always a two horse race and therefore (Either Manu/Arsenal or Manu?chelsea) Wenger and SAF can easily get lot of domestic success. Series A on the other hand had 4-5 title contender during the period when Lippi/Capello were active.
For Lippi he won the world cup without losing any game and take Juve to UCL final couple of time in 5-6 years (unsure) that he was in charge was nothing but special, keeping in mind that several years ago UCL wasnt as monopolized by big team as they are now (look at Ajax,Kiev,Pana, Valencia etc) and therefore getting the the final is relative harder.
In Capello as other people say he is a winner. Unlike Mr Wenger who will probably never win anything for the next 3 year but people will here will always consider him as a great manager.
If you look at spending small money to be able to assemble competitive team then Ramos's Seville and Palagrini Villareal did a lot better than Arsenal for the past 5 years and both team surely spend a lot less money. Seville most expensive player is Negreo for 18M i think but they sell Ramos, Reyes , Batista , Keita and made huge profit unlike what arsenal did with Ade, Hleb and Flamini. Villareal most expensive player to date is Nilmar less than 10M i think, but they manage to finish 2nd in Laliga 2 years ago and sold Forlan for big money surely a very successful spell for a town of 25000 inhabutants.
As a side note Pallagrini also won Copa Liberadores (ucl equivalent) when he was in South America.
Also i think people in this board are so over focus on EPL. I dont think Capello and Lippi team actually spend that much money compare to SAF or Wenger but people here just not realised it. Look at Capello RM team for example there is not big money transfer as far as i can remember or during his roma time (except Bati-Gol)
