You have to lodge you application or letter or something to council where you live. Tell them what's happening and they would suggest what you can do. If it is not success, you have to lodge the application to the tribunal court. They can arrange with your neigbour and both of you can decide whether he has to clean his garden or not or do something about it. And if there are some branches come over to your fence at your cost to remove it. Was the tree there when you first bought the place? if yes the neighbour would say it is not his business to clean up the mess for you. But as I said you can make a complaint.
Looks like his garden is so messy though.
