So... the "International Reserve" is not really the government money, right? For a long long time I thought it was like money in hand that can be used.
Because the first part of it is from the money we got from what we sold (and other stuff), which goes to the sellers (private sectors),
And the second part is from the capital inflow/outflow, which belongs to the owners of those capitals.
Therefore, when we say our international reserve has grown such and such, it is not really a cause for joy. It does not mean the government has more money or gets any richer. No money to spend for the gov, that is.
